VET Workforce Study – Public Safety and Government industry-sectors
Project Timeline
January 2026 – July 2026
Project Overview
The Public Safety and Government industry-sectors are operating in an environment of rapid and complex change.
Increasing natural disasters, climate impacts, geopolitical uncertainty, technological transformation, and shifting community expectations are driving more complex capability requirements, placing growing pressure on the Vocational Education and Training (VET) Workforce to deliver timely, relevant and high-quality training.
The VET system is a key mechanism for equipping current and future workforces with current and emerging skills.
In 2024, the Department of Employment and Workplace Relations (DEWR), acting in support of the Skills and Workforce Ministerial Council, released the VET Workforce Blueprint, signalling the national priority to transform, strengthen and streamline the VET Workforce model.
In response, DEWR commissioned all Jobs and Skills Councils (JSCs) to undertake a VET Workforce Study in their respective industries; an initiative designed to identify practical, evidence-informed actions to grow, support and sustain the VET Workforce across Australia.
Public Skills Australia, as the JSC supporting the Public Safety and Government industry-sectors, has delivered the Study through three interconnected work streams.
Each stream has built progressively toward a deeper understanding of the VET Workforce and the actions required to better support, strengthen and sustain it.
Methodology
Jan 2026 - Jun 2026Public Skills Australia’s VET Workforce Study is being delivered through three interconnected work streams.
Streams 1 and 2 (concluded Dec 2025) provided the foundational evidence base. Extensive in-person consultations have occurred with industry-sector stakeholders in every State and Territory in Australia as well as with Public Skills Australia’s strategic network groups across 2025 – 2026. Further information on all project streams is provided below.
Stream 1 developed a comprehensive understanding of the learning and organisational development ecosystems across the Public Safety and Government industry-sectors, identified key challenges impacting maintaining the VET Workforce and outlined opportunity areas to strengthen the responsiveness and sustainability of the VET Workforce
Stream 2 focused on validating Stream 1 findings and conducting explorative, in-field / industry-sector research to identify shared approaches that can inform development and design of collaborative industry-led responses – leveraging from the opportunities identified in the Stream 1 Report.
Stream 3 (Jan – June 2026) focuses on integrating insights and findings from Streams 1 and 2 into a practical, ADDIE-based guide, supported by case studies that illustrate good practice across the learning and development lifecycle.
Emerging opportunities
Jan 2026 - Jun 2026Research has identified the following opportunity areas to strengthen the responsiveness and sustainability of the VET workforce in the Public Safety and Government industry-sectors:
-
Integrating operational expertise with training capability, bringing together operational staff / personnel, and training experts to build a balanced training workforce model that supports consistent, high-quality delivery.
-
Leveraging the Certificate IV in Training and Assessment (Certificate IV TAE), and broader adult-education qualifications to strengthen facilitation capability and deliver more impactful learning.
-
Enhancing proactive and continuous training delivery, supported by stronger strategic planning, systems, tools and data to anticipate future capability needs.
-
Strengthening attraction and retention of the VET Workforce through clearer and more attractive career pathways and understanding of workforce drivers and barriers.
-
Expanding coaching and mentoring arrangements to support trainer capability, effective performance, and encourage professional growth, including alignment with the Certificate IV TAE to explore opportunities for mentoring, coaching and on‑the‑job learning to contribute to qualification attainment.
Finalisation
Live nowJan 2026 - Jul 2026Stream 3 consolidates the research, validation and co‑design completed throughout Streams 1 and 2 and will translate the findings into this Stream 3 Final Report – Learning and organisational development (the Report). This Report will serve as a practical guide detailing good practice in the implementation of the ADDIE model (or other relevant learning and development model) – Analysis, Design, Development, Implementation and Evaluation.
Figure: ADDIE model
It will articulate good practice through each of the phases of the ADDIE model to support industry-sectors in enhancing learning and organisational development approaches. Each chapter will be underpinned with case studies drawn from consultations, illustrating the application of good practice and demonstrating how the principles identified can be applied across diverse operational contexts.
The report will further detail recommendations and pilot initiatives that could support the growth and sustainability of the VET Workforce within the Public Safety and Government industry.
The final report is due to the Department of Employment and Workplace Relations 31 July 2026 and is expected to be approved for publishing on this website late 2026.
