Project Overview
The Maintenance component of the Review of Procurement and Contracting Qualifications will ensure all qualifications listed below have current units of competency included in their packaging rules.

The following qualifications, for which no industry demand has been demonstrated, will be proposed for deletion.
- PSP40716 Certificate IV in Heavy Vehicle Road Compliance
- PSP50216 Diploma of Court Operations
- PSP50522 Diploma of Trade Measurement
The following units of competency will be proposed for deletion, as they are packaged within the qualifications that are already proposed for deletion.
- PSPTRP001 Intercept vehicles and assess compliance
- PSPTRP002 Operate weigh bridges
- PSPTRP003 Intercept vehicles and assess driver compliance
- PSPTRP004 Conduct detailed vehicle inspections
- PSPTRP005 Pilot and escort oversize and/or over-mass vehicles

This project has updated the qualifications within the PSP Public Sector Training Package that have superseded products in conjunction with a technical committee.
Two rounds of consultation have occurred. Feedback has been incorporated and round two of Consultation ended on 21 August 2026.
The final training products have all received support from the Senior Responsible Officers in each juridisction.
The training products are now proceeding through internal governance before submission to the Training Package Assurance Body.
Product Development
Mar 2026 - Apr 2026
Phase 1: Research and analysis Public Skills Australia has undertaken research and analysis to identify superseded units of competency within each qualification. Current units were assessed as equivalent and relevant to each qualification.
Phase 2: Public Skills Australia drafted training products based on the advice of a Technical Committee, composed of members outlined with the Training Package Organising Framework (2025).
Phase 3: Following two rounds of Consultation, final training products have been developed and are currently undergoing Senior Responsible Officer check.
Consultation
May 2026 - Jun 2026
Consultation round one was completed between 04 May – 04 June 2026 and Consultation round two was completed from 13 July – 27 July 2026 online.
Review
Jun 2026 - Jul 2026
Feedback on the draft training products was recorded in the Consultation Log and incorporated into the qualifications as appropriate.
Finalisation
Aug 2026 - Dec 2026
Final products have received support through the Senior Responsible Officers check.
The training products are progressing through Public Skills Australia’s internal governance mechanisms.
Following this, the submission to the Training Package Assurance Body will be prepared. After their consideration the training products will be progressed to the Skills Ministers for endorsement. The final step is publication of the updated training products on the National Training Register.
