Correctional ServicesImplementation Project

Project Overview

Background

Phase 1: Consultation with stakeholders identified misalignment between training and practice, limited assessment opportunities, learner support challenges, and uncertainty in culturally sensitive units.

Phase 2 will see the implementation of the recommended strategies of Phase 1.

Project Objectives

  • Improve alignment with operational practice
  • Strengthening assessment approaches
  • Enhance learner support
  • Improve cultural awareness
  • Facilitate national collaboration through Good Practice Forums

Key Deliverables

  • Training and assessment guidance
  • Implementation Guide:

Consultation

Broad consultation and promotion will be conducted with industry and RTO stakeholders, established networks and the Correctional Services Subcommittee.

Feedback from consultations will be incorporated into the Implementation Guide.

This will include building consensus between key stakeholder groups and determining the finalised content.

Develop Implementation Guide

In response to recommendations 1 and 3 within the Correctional Services Training Implementation Report, Public Skills Australia will develop a new Implementation Guide.

This guide will be tailored for the CSC30122 Certificate III in Correctional Practice and CSC30222 Certificate III in Immigration Detention Operations qualifications, incorporating culturally appropriate learning and assessment guidance, including:

  • Interpretation for the core units of both qualifications
  • Interpretation of selected CSC Correctional Service Training Package elective units of the qualifications
  • Contextualisation support for designing resources and assessment tools
  • Strategies for flexible and valid assessment design in operational settings
  • Learning support approaches tailored to correctional and detention operational settings
  • Principles for culturally safe and trauma-informed training and assessment in correctional contexts
  • Practical examples of contextualisation and assessment strategies of these units
  • Trainer resources for guidance on cultural considerations during delivery and assessment

Working Groups and Forums

In response to recommendation 2 within the Correctional Services Training Implementation Report, Public Skills Australia will facilitate a series of events to foster national collaboration, build capacity and address implementation challenges previously identified.

The Good Practice Forums will:

  • Focus on a specific theme relevant to the delivery and assessment of the qualifications in scope of the project
  • Promote peer learning, sharing of good practice and contextualised delivery approaches
  • Support consultation efforts for the Implementation Guide, where appropriate

The Good Practice Forums will take place periodically throughout 2026 until January 2027.

Publish Implementation Guide

Publishing the Implementation Guide will take place during this phase.

Finalisation

At this stage, internal governance procedures are conducted, and developed materials will be submitted to Department of Employment and Workplace Relations for consideration.

Details will be shared here when available.
