Ken is an accomplished leader with a distinguished career in the Royal Australian Air Force and strong credentials in business and governance. He holds a Bachelor of Business, an MBA, and is a graduate of the Australian Company Directors’ Course.
Ken has extensive experience in strategic workforce planning, governance, and organisational leadership. He has commanded large, complex teams, including 3,500 personnel in Combat Support Group, and later managed a $2.7 billion budget and 9,500 staff as Deputy Chief of Joint Capabilities. His expertise spans enterprise-level workforce strategy, executive talent management, and major organisational reform.
Recognised with the Conspicuous Service Cross and appointed a Member of the Order of Australia, Ken has delivered outcomes in logistics, personnel management, and international engagement. Since 2025, he has provided advisory services, leveraging his experience in governance, strategic planning, and transformation to support private sector boards.

Stuart Jardine PSM brings more than 42 years of senior Local Government leadership experience across Australia and the United Kingdom. Stuart has a proven record of steering large, complex public organisations through strategic, financial and workforce transformation.
As former Chief Executive Officer of the City of Stirling &#8211; Western Australia’s largest local government by population &#8211; Stuart led a workforce of over 1500 employees, overseeing long‑term strategic planning, robust performance reporting, and disciplined financial management. Throughout his career, Stuart has been recognised internationally and nationally for excellence in governance, sustainability, stakeholder engagement and integrity, including honours for eminent service to Local Government and sustained best‑practice reporting.

Rebecca Fawcett is a representative of the Community and Public Sector Union, where she holds the roles of Deputy Secretary and Legal Director. She has 25 years’ experience in Australian trade unions, and as a member of the union’s leadership, she represents public servants across three jurisdictions: the Australian Public Service, the ACT Public Service, and the Northern Territory Public Service.

<li>Ensuring the highest standards of governance</li>
<li>Acting as Chief Negotiator for the CPSU in Australian Public Service bargaining, with employment instruments covering 185,000 employees across Australia</li>

Leading the union’s Legal and Industrial team, including the Work Health and Safety team
As Legal Director and a practising lawyer, Rebecca leads the in-house legal team that undertakes the union’s tribunal work, conducts enterprise bargaining, and provides strategic and legal advice to the union’s executive.
Rebecca’s areas of interest and expertise include advocating for the safe and responsible deployment of Artificial Intelligence in the public service, enterprise bargaining, successful implementation of flexible work as a mechanism to lift public service capacity, and building meaningful career pathways that allow the public service to attract and retain skilled employees.
She holds honours degrees in Economics (Social Science) and Law from the University of Sydney, and is admitted as a lawyer in New South Wales.

Rebecca Fawcett

Del Gaudry has been serving as a Public Skills Australia Board Director for the last three months. She comes to the Board with 23 years’ experience in the Royal Australian Air Force. Throughout that time, she rose to the rank of Squadron Leader and served in logistics, compliance, Gender, Peace &amp; Security, Air Force Coach, and welfare and mental health portfolios. 
Prior to her service Del has extensive experience in the field of Human Resources across all disciplines at the executive level.

In the 2023 Australia Day Honours, Del was awarded the Conspicuous Service Cross (CSC) with the citation: 
For outstanding achievement in implementation of the National Action Plan on Woman, Peace and Security, and in the welfare and mental well-being of Royal Australian Air Force members.

Del Gaudry CSC

Tracey Linford has been serving as Public Skills Australia Board Director for the last three months. She comes to the Board with 41 years’ experience in policing in Victoria and Queensland. Throughout that time, she rose to the rank of Deputy Commissioner and served in General Duties, Crime, Intelligence, and Counter Terrorism portfolios. 
Tracey has extensive experience relating to Audit and Risk, Organised Crime, Domestic and Family Violence and Inclusion and Diversity through her work at the Executive level. She is currently working as a consultant providing advice on public safety in policing, justice and corrections. 
Tracey has received a Policing Excellence Award for Leadership from the Australasian Council of Women and Policing (ACWAP) and in 2014 was awarded an Australia Police Medal (APM) in the Australia Day Honours. She holds a Batchelor of Business &amp; Commerce Degree and a Masters Degree in Public Administration.

Tracey Linford APM

Graeme Murphy brings a wealth of Emergency Management and Executive experience to the Public Skills Australia Board.
He has more than 30 years of service to the community working as a firefighter for the former Metropolitan Fire and Emergency Services Board, and more recently for Fire Rescue Victoria (FRV).
During his career, Graeme has held many management and executive positions, including Commander Health Safety and Wellbeing, and Assistant Chief Fire Officer for the FRV Training Academy. In this role, he has been responsible for the management of more than 200 staff in a multi-million-dollar complex that operates 7 days per week.
Graeme has extensive experience working in the Emergency Management sector. He has worked at State, Regional and local levels to ensure multi-interagency collaboration, promoting cohesion between agencies. He has been involved in some of Victoria’s most significant campaign emergency events such as the Coode Island fire in 1991, the Black Saturday bushfires in 2009 and the Hazelwood mine fire in 2014, as well as the recent Victorian floods in October 2022.
He is driven by exceptional motivation and passion, consistently challenging himself to achieve continual personal and professional growth. His unwavering commitment to leading with integrity is demonstrated through the guidance and mentoring that he provides to his teams.
Graeme will soon be taking extended leave from FRV and transitioning into retirement.

Graeme Murphy

Scott Weber is a Public Skills Australia Board Director with nearly 28 years’ experience with the New South Wales Police Force.
Throughout his time with the New South Wales Police Force, Scott has risen to the rank of Sergeant. He worked at various Police stations throughout Sydney, and was active in regional, state, and national operations as a member of the Operations Support Group.
While still on active duty, Scott became involved with the Police Association of New South Wales, and was elected to the positions of Executive Member, Vice President, and then President. He was later appointed to the Board of the Police Bank during a time of significant culture and structural changes.
In 2013, Scott was elected to the position of Treasurer for the Police Federation of Australia (PFA), the national voice that represents more than 66,000 Police Officers across Australia. He then went on to become the Vice President in 2014, the Chief Executive Officer Designate in August 2018, and the Chief Executive Officer in October 2018, a position that he still holds. During his time at the PFA, Scott led numerous campaigns involving industrial, legal, political, and welfare issues involving members and the community.
Scott is also the Company Secretary of the National Police Memorial, a charity that works with the PFA to support the mental health and wellbeing of Australian Police Officers and their families.

Jo Crabtree is a senior executive and organisational leader with over 20 years’ experience driving people-centred transformation across complex and purpose-driven environments. Her career spans professional services, government, aviation, education and public safety, where she has led cultural renewal, organisational redesign, leadership capability programs, and major change initiatives.
As the Founder of ClearPath Workplace Solutions, Jo works alongside senior leaders and boards to build healthy, high-performing workplaces grounded in clarity, trust and shared purpose. Her approach blends strategic insight with deep human connection — activating leadership, strengthening culture, and creating sustainable systems that enable people and organisations to thrive.
Jo’s expertise is anchored in organisational culture and change, supported by a strong foundation in workplace relations, employee engagement, governance and organisational compliance. She has successfully led enterprise transformation, executive and talent strategies, enterprise bargaining, employee voice initiatives, and complex risk and people-governance programs.

Jo Crabtree

Shay Deguara is a representative of the Community and Public Sector Union member organisation where he holds the role of National Industrial and Research Officer. 
Since 1999, Shay has worked for unions including the Public Service Association of NSW and the peak union council in New South Wales and has previously worked in the finance sector. He has held several roles, including Industrial Officer, Work Health and Safety Officer, Work Health and Safety Trainer, and Manager of Industrial Support. He now works for the Community and Public Sector Union. 
Shay has a Master of Science and Technology in Occupational Health and Safety, a Bachelor of Economics (Industrial Relations and Economics), and a Certificate IV in Training and Assessment. He is an experienced Board Director who has previously been on the following Boards:

Nicole Jess is the President of the Public Service Association of NSW where she also held the positions of Vice President and Senior Vice President.
Nicole has been a Correctional Officer in New South Wales for more than 35 years and is currently a Senior Correctional Officer. She was the first female ever to be elected to the Prison Officers Vocational Branch in New South Wales, and later went on to be elected as the first female Chairperson of this organisation.
Nicole is a proud Correctional Officer who continuously promotes and advocates for better working conditions, training and safety equipment in her industry. In her role as President, she is passionate about promoting equality and equity in the workforce for members, and promoting the good work that public servants in New South Wales undertake on a daily basis.

Nicole Jess

Diana Taylor has more than 25 years’ experience as a lawyer, director, business owner, consultant and author.
Diana completed her law degree at Deakin University in Geelong. She now operates her own business, Diana Taylor Legal Consulting, that specialises in workplace relations, training, sport, strategic planning and governance.
Diana has extensive Board experience and is the Chair of the Geelong Authority and Anam Cara House Geelong. Diana is also a trustee on the Melbourne Convention and Exhibition Trust, and a Board member of the Law Advisory Board at Deakin University.
Diana is passionate about Australian Rules Football (AFL) and has more than two decades’ experience as a football administrator. She was the first female president of a men’s AFL metropolitan football league (the Western Region Football League), the first woman appointed to the Victorian Football League (VFL) Tribunal and the first female Vice President of the Geelong Football Club, a significant moment in the Club’s 165-year history.
In 2024, Diana was awarded a Member of the Order of Australia (AM) for her significant contributions to the AFL and the community of Geelong.

Diana Taylor AM

Stuart was an Army Officer for more than 20 years and served in the Special Air Service Regiment (SAS). In 1994, he commanded a joint service contingent in Somalia, and was then appointed as a Commanding Officer of the Royal Military College, Duntroon.
He was later appointed as the Chief Officer of the South Australian Country Fire Service (CFS). He then went on to lead a consultancy company focusing on operational leadership for 10 years.
Stuart was the Chief Executive Officer of the Australasian Fire and Emergency Service Authorities Council (AFAC) where he established the National Resource Sharing Centre (NRSC) that formalised resource sharing both interstate and overseas. He worked with Elizabeth Broderick (who was the federal Sex Discrimination Commissioner at the time) to promote gender equity in the Fire and Emergency Services industry-sector. Stuart retired from full-time work in 2021.
Stuart Ellis was inaugural the Chair of the Public Skills Australia Board and was appointed in 2023.

Stuart Ellis AM

Air Commodore Robert Rodgers is a senior military officer with extensive experience in personnel systems, leadership development, behavioural coaching and cultural change in the Australian Defence Organisation (ADO) context.
Robert served in the Australian Defence Force (ADF) for 36 years. He commanded units and groups within the Royal Australian Air Force (RAAF), and was also deployed to Iraq and Afghanistan. As a Personnel Capability Officer, he gained unprecedented experience in leadership development, and behavioural and cultural change within the RAAF, and became the first personnel specialist to attain star rank in the RAAF’s history.
His appointments and command experiences were tied to education and training, including his time in command of the RAAF College, which is responsible for initial and post-initial training in common competencies across the RAAF.
Robert served as the Director Personnel (2006─2010) and the Director-General Personnel (2010─2016). This included working with the Defence Force Remuneration Tribunal on workforce competency and remuneration challenges. He fully retired from service in 2021.
In 2005, Robert was awarded a Conspicuous Service Medal for his command of the RAAF Postgraduate School. In 2015, he became a Member of the Order of Australia for his work with ADF personnel.

Robert Rodgers AM

Kevin is a Director at Kevin Scott Consultancy, which he established after his retirement from Victoria Police. He has advised Federal, State, and Local Governments on strategic matters, focusing on education and people-related issues. As a consultant, Kevin has reviewed learning and development services of the Australian Electoral Commission, and was retained to monitor its implementation over several years.
Kevin enjoyed a varied and lengthy career with Victoria Police, spanning more than 44 years. His most notable achievement was his time as the Assistant Commissioner of People Development Command, where he transformed training services.
Kevin has been an active volunteer, more recently with Blue Light Victoria, and is currently a Public Sector Selection Committee Member at the Winston Churchill Foundation.
Kevin was selected by Police agencies across Australia to represent their interests on the Public Skills Australia Board.

Kevin Scott APM

Mick Burgess has worked within the Australian Defence Force and the Defence industry for almost 40 years, and has international experience in leadership, business development and logistics.
He spent more than 20 years as a full-time Army Officer prior to working with the United Nations’ mission in Côte d’Ivoire, where he established the logistics support for the peacekeeping operations. 
Mick established his own consulting company in Adelaide to support the growth of the Defence industry. For almost 20 years, his company has supported Federal and State Government bodies, including several medium and large Defence companies.
His career spans the Army Reserves, commanding the 9th Brigade in South Australia and Tasmania, and leading the Compliance and Assurance unit.
Mick is the President of the Defence Force Welfare Association in South Australia and represents the national body on the Board of Public Skills Australia. He is also the Chair of the Remembrance Driveway Council, a not-for-profit organisation.
